Ulm University of Applied Sciences
1. Scope of this Statement
Ulm University of Applied Sciences strives to make its website accessible in accordance with Section 10(1) of the Baden-Württemberg State Disability Equality Act (L-BGG). The technical requirements are derived from Section 3(1) through (4) and Section 4 of the Accessible Information Technology Ordinance (BITV 2.0) in conjunction with the harmonized European standard EN 301 549 (Version V3.2.1), which refers to the Web Content Accessibility Guidelines (WCAG) 2.1, Conformity Level AA. The legal basis at the European level is Directive (EU) 2016/2102.
This accessibility statement applies to the content available at www.thu.de .
2. Status of Compliance with the Requirements of § 10(1) L-BGG This website is partially compliant with § 10(1) L-BGG due to the incompatibilities and exceptions listed below.
To be reviewed / adapted: If a full review reveals that no relevant deficiencies exist, the status may be upgraded to “fully compliant.” “Partially compliant” is the standard and usually accurate designation, as individual PDF documents, embedded third-party content, or older content are almost always not yet fully accessible.
3. Non-accessible content
The content listed below is not fully accessible or is not accessible at all for the reasons stated.
a) Non-compliance with the requirements of the L-BGG / BITV 2.0
The following content is not fully accessible (examples – please specify based on the actual audit):
Individual PDF and Office documents provided for download are not consistently accessible (e.g., missing structural markup, missing alternative text, no tagged reading order).
For some embedded videos, captions, transcripts, or audio descriptions are not consistently available.
In isolated cases, complex graphics, diagrams, or maps are not accompanied by equivalent textual alternatives.
Content embedded via external services (e.g., map services, social media embeds, application and administrative portals) does not always fully meet the requirements; the THU has only limited influence over this content.
Measures: The aforementioned content is continuously reviewed and revised in accordance with EN 301 549 / WCAG 2.1 AA. Newly posted content and documents are made accessible.
b) Disproportionate burden (Section 10(2) L-BGG)
A disproportionate burden is temporarily claimed for the following areas: Old PDF files
The retroactive accessibility adaptation of extensive existing documents is being carried out gradually in accordance with available resources and prioritized based on frequency of use.
c) Content outside the scope of the legal provisions
The following, in particular, do not fall within the scope of § 10 L-BGG:
File formats from office applications (e.g., PDF, Word, Excel) that were published before September 23, 2018, and are not required for active administrative proceedings.
Pre-recorded time-based media (audio/video) published before September 23, 2020.
Online maps and map services, provided that essential information for navigation is made available in an alternative, accessible format.
